The Koefdam Government is outraged by the countless amount of crimes that are being committed. Therefore the police has doubled all punishments of all crimes and has created a points system.
The point system works as followed. Every citizen starts with 0 points. Every time you commit a crime you receive points depending on the severity of the crime. For example; the first time you commit a crime you go to prison as usual but you do not receive any points yet. If you do commit a crime after that you receive you prison sentence and receive the points additionally of the previous crime. If a citizens does good behavior they lose points.

20+ Your taxes double
30+ You lose your Dutch citizenship
40+ You have no permission to enter the nation
50+ You have been banned
